The Malaysia Higher Education Internationalisation Policy (MHEIP) 2025-2030 is a national strategic framework designed to position Malaysia as a leading global destination for higher education, talent, and research. Anchored by an ambitious target of 250,000 international tertiary students by 2030, the policy reflects a shift toward a more competitive, interconnected, and innovation-driven education ecosystem. This project represents a comprehensive transformation of Malaysia’s internationalisation agenda – updating the 2011 policy to align with evolving global education trends, post-pandemic realities, and international standards such as those set by UNESCO. The Malaysia Higher Education Internationalisation Policy (MHEIP) 2025-2030 is a comprehensive strategic framework designed to elevate Malaysia’s global competitiveness and firmly establish it as a premier higher education hub. By attracting international students, staff, and foreign investment, the policy seeks to drive economic development and innovation.
The MHEIP 2025-2030 updates the previous 2011 policy to adapt to shifting global learning paradigms, societal expectations, and the impacts of the COVID-19 pandemic. While the 2011 policy aimed for 200,000 international students by 2020, the new definition aligns with UNESCO standards, establishing a target of 250,000 international tertiary students by 2030.
The policy's vision for a higher education hub is built on three core characteristics: delivering outstanding education and training, concentrating on niche expertise, and developing leading research and innovation clusters.

These strategies, initiatives, and programmes form a holistic framework aimed at effectively realising the goals of the MHEIP 2025-2030. Together, they provide a roadmap to navigate the complexities of internationalisation of higher education in Malaysia, with the overarching goal of fostering academic excellence, elevating global competitiveness, and catalysing innovation.
